Biography
Pete Luan is a senior associate consultant with Interface and a project advisor with over 40 years of experience. During his career, he has served as a project manager, a construction and development manager, and a project execution consultant in the energy industry. He has expertise in petrochemical and refining projects as well as major offshore and onshore oil and gas developments including gas processing, pipelines, storage, NGL, and LNG.
Mr. Luan has held key roles on a significant number of major/mega projects and has an excellent understanding of major/mega project challenges in international locations based on his involvement with assignments in Europe, the North Sea, the Middle East, Latin America, Eurasia, and Asia Pacific. He has conducted project audits on multiple mega projects, participated in numerous cost and schedule risk analysis assessments of international major projects, and facilitated mitigation of these risks.

Retained by a large integrated international energy company with a project portfolio of $50B+. The firm experienced challenges with delivering megaprojects on schedule and on budget. These projects were all delivered in a challenging environment and culture. Conducted a cost, schedule, and performance analysis of past projects, and then developed a number of recommendations to address these gaps. Developed and implemented enterprise-wide risk management and project change management standards, specifications, and procedures for use on all capital projects.

Medium-sized international oil and gas company consistently delivered projects late and substantially over budget. Assessed cost and schedule performance on several key projects, then developed and implemented a plan to completely revamp its project planning, project controls, contracting, and field execution approach. - Established corporate and in-country governance processes for all capital projects;
- Developed roles and responsibilities for all key stakeholders;

Led quantum team charged with supporting legal counsel in a multibillion-dollar arbitration. Led development of three substantial expert reports including rebuttal of the counter party’s expert report.

As project advisor, developed capital project governance, cost/schedule management, scope management, and project change management procedures for an LNG plant operator. Performed an assessment of the capital projects delivery system and previous contracting plans. Provided an expert report that recommended methods to preclude future contractor claims and work stoppages.

Developed work processes for modifications to an existing LNG plant. These work processes focused on cost estimating, schedule development, and project execution planning. Trained engineering staff to support the LNG plant modifications.

Conducted a high-level assessment of a proposed LNG facility and the potential risk factors associated with proceeding with the project with immature up-front planning. Key LNG project risks included commercial, permitting, construction site issues, environmental permits, transportation issues, and gas acquisition issues. Prepared report for senior management.

As project advisor for an Asia Pacific company seeking to develop an LNG project, recommended methods to manage cost risk and contractor execution risk, and how to develop an overall contractor plan. Assessed the overall organizational structure and recommended a path forward for development of the project. Final report further included necessary recommendations for planning, execution standards, and guidelines to execute the potential $12 billion greenfield project as well as all of the required infrastructure to support the LNG plant.

Conducted Lessons Learned workshop on why LNG projects fail. Event focused on project life cycle milestones and associated methods that can be used to assess the probability of project cost and schedule success. Prepared report for senior management.

Led front end planning and preliminary engineering for the expansion of a large NGL facility. Developed cost estimate and schedule to align with commercial requirements.
Natural Gas Sulfur Plant, Domestic
Project manager for installation of entire electrical system for the plant as well as a new distributive control system. Developed bid package, selected contractors, conducted negotiations, and executed contracts. Served as construction manager supervising contractor performance and completed the project.

Engaged by the CEO of a large multinational with a substantial capital portfolio. The firm needed to improve cost and schedule performance on major offshore projects. A root cause analysis of its cost and schedule performance led to development and implementation of a multiyear, multi-country improvement plan. The site was remote, in an environmentally sensitive area, and inaccessible. Changed the construction approach and revamped the procurement strategy to support the business case.

Prepared cost risk assessment of offshore complex and submitted expert report. Assessed cost risk associated with fabrication labor productivity, offshore installation, and material costs. Based on this analysis, management sanctioned the project using a data-based contingency.

Led an audit for a $500MM+ offshore project that was currently in the fabrication phase. Assessed the project schedule, bid price vs. estimated spent to date, and work completed. From a scheduling perspective, the analysis focused on progress to date vs. plan and work to be done with all of its attendant challenges. This analysis was done in the context of the capabilities of the lump sum contractor, its performance in the fabrication yard, subcontractor manning, field work package issues, and alignment of schedule-field labor-engineering-procurement. Based on the expert report issued, senior management entered into negotiations with the contractor with an understanding of the capital at risk, expected delays, and potential change orders from the general contractor.
