Interface Enhances International Reach, Welcomes New Experts

Interface Consulting is pleased to announce that Mohamed Khazragui, Sam Barakat, Chad Kirlin, and Derek Sayers have joined the firm’s staff of highly qualified engineers and construction experts. They bring diverse international industry expertise to Interface’s clients as well as experience testifying in some of the world’s premier arbitration forums, enhancing the claims and litigation assistance Interface provides on global construction projects.

Managing director Sam Barakat, PE, Esq., PSP, has provided expert testimony in DIAC and ICC arbitrations as well as other arbitral forums and serves as a member of the AAA construction arbitrator panel. A civil engineer and licensed Professional Engineer, he has over 24 years of expert witness and technical and commercial construction experience in the Middle East and the United States. Mr. Barakat’s expertise includes analysis of damages, delays, constructability, and disruption claims on a wide range of civil and infrastructure projects.
Director Mohamed Khazragui, CEng, has over 28 years of experience with owners, operators, and contractors on downstream, midstream, and upstream onshore and offshore oil and gas projects. He has managed and planned work for multinational industry leaders through all phases of project lifecycles and possesses engineering and consulting experience in the Middle East, the United States, Africa, and Europe.
Senior associate consultant Chad Kirlin brings over 25 years of engineering, project management, and technical expert experience in Canada, the United States, and other countries. With expertise in the planning and execution of midstream oil and gas projects from conceptual design through construction and commissioning, he has testified on claims related to engineering design, construction execution, and other EPC issues on international disputes for a variety of large-scale industrial projects.
Senior associate consultant Derek Sayers, MRICS, is a Chartered Quantity Surveyor and construction quantum expert who leverages more than 30 years of industry experience to consult and provide testimony on disputes in Canada and around the world. He has managed large-scale capital projects; managed and administered all stages of the contract process; managed supply chain operations; and developed risk and claims mitigation procedures on projects up to several billion dollars in value.
